In general, when working with States that provide independence to their districts the decisions are more complex and require more effort to get buy-in from all stakeholders. On the other hand, the states that have more control over districts, have easier barriers soft implementation but usability might be lower since there might not be early engagement.
	Next Steps		We will review the user personas and clean up, only relevant definitions will remain on the final list. Persona Template, will be used with some edits to share with the rest of the group and the community once we have completed the review.
