Analysis of comparing the new Ed-Fi model with the CEDS model; data elements that your organization wants to operationalize

  • Ed Comer presented the Ed-Fi Draft Entity Model
    • Enrollment - collect public pre-K in k-12 domain model
    • Pre-k outside of the public collected in a new entity using StudentCommunityProviderAssociation and  student-education-organization association and the new entity StudentCommunityProviderEdOrgAssociation. 
    • Open issue is the CEDS Work for possible data in EC domain
    • Need the Ed-Fi EC SEA community to select those areas (and those attributes) that 
      • Match their requirements for data to be gathered
      • Have specific, endorsed data use cases
      • Have sight to the operationalization of the data
      • Have identified source systems for the data
  • CEDS Elements - Do we want to include the following?
    • Licensing
      • SC - involve in pre-public school level - licensing is a low priority
      • DE -  I think licensing programs makes sense to include! 
      • IN  - would be helpful to track participation by type of provider (identified thru licensing)
      • Helps with supply/demand to get capacity availability
      • MN - All 3 elements are on my radar
      • EdWise - provide attribute for data exchange
    • Quality improvement and technical assistance to providers
    • Immunization policy
      • IN - providers do have record based on requirement; helpful for provider to have access to state registry
    • Other questions
      • SC - Child find?
        • TEA -  We are going to collect Child Find through the Student Special Education Eligibility Association.
        • Sayee - model developed to satisfy the “Child find” use case
      • SC - HeadStart requires 10% identified as SPED
        • Program linkage to HeadStart program
        • Student Enrollment in Private Institution can be captured in the new entity StudentCommunityProviderAssociation, the demographics in the existing StudentEdOrgAssociation and the new StudentEdOrgEarlyChildhoodAssociation, and the sped eligibility will be captured in the StudentSpedEligibilityAssociation.  
      • IN - IEP vs ISSP
        • Model is designed as 1 entity to capture both part C and B evaluations

  • CEDS EL Child Enrollment
    • MN - interested in having family entity for connection between HeadStart and SNAP and other pre-school programs
    • EdWise - Is this to find connection between an individual without going through a student?
      • Ed - yes - this is to get pertinent attribute for the family
      • IN - help to identify programs that a family is qualified to receive
      • IN - who or what is the source for truth?
        • MN - Dept of Health and Human Services as well as LEAs track family information
          • Source of truth - custodial parents
          • State Master Index - track who is accessing what type
  • CEDS EL Class Group
    • CEDS Class groups associated with “age groups”
      • TX - yes, primarily based on age
      • ND - raw data in HeadStart the class is meaningless; program and age group are what’s address
        • Cindy - agree
      • IN - looking at availability a provider has for an age group
      • SC - license limited number of students by activity: room vs play group
        • Multi grouping for 0-6 months
      • ND - limit by age group
  • CEDS EL Staff
    • Tracking staff in relation to early childhood
    • Are you interested in tracking staff
      • Credentials
      • Education
      • Employment
      • Assignment to program, age groups, specific children
    • DE - yes, all of these
    • Everyone - yes
    • IN - staff credential helps to identify impact to scholarship
  • CEDS EL Professional Development
    • MN - has a separate system tracking this information
    • IN - would be helpful for compliance purpose; in the future to give staff their own records for continued education
      • IN would be interested in bringing that in; it is tracked in a separate SOR. It isn't a 'core' use case at the moment though, but it does help track for some compliance purposes
  • CEDS Candidate EL Assessment Attributes
    • SC - teaching strategy gold IDGIS and PALS
    • MN -  CORE Advantage,  Work Sampling System(Pearson)
    • DE - on assessment uses ASQ for screening tool “Child Find” activity
    • TX - uses CLI Engage for assessment, and Teaching Strategy Goal
  • SC - fiscal services will be collecting the EL data and will send a subset of the data to DOE.  
  • IN - need to record vendor

Next steps:

  • Sayee to schedule a meeting with Dan and Wyatt to walk through the Child Find (StudentSpecialEducationProgramEligibilityAssociation) entity.  
  • Ed and Sayee to update the model with set of attribute based on the feedback and circulate for review (via email or 1x1 meeting)
