GAT Membership Rotation Process

This documentation describes the process for rotation of GAT membership over time.

Overview

The Ed-Fi Governance Advisory Team (GAT) is the central coordination group for the Ed-Fi governance process.  As such it provides coordination, communication and review of the Community Work Group and TAG efforts.  It is comprised of representatives from each Work Group, the TAG, the at-large Ed-Fi Community, the Ed-Fi Alliance and the Michael & Susan Dell Foundation.  To ensure broad opportunity to participate, fresh perspectives and to prevent member burnout, a rotation of GAT members is to be used.

Rotation Guidelines

The following guidelines will be used as appropriate to rotate GAT membership:

  • Term GAT appointments are for 2 years.  The rotations should occur such that approximately 50% of the membership rotates out every 12 months.
  • Timing The rotation process and announcements should occur just prior to the annual Ed-Fi Summit, to allow face-to-face introductions for the first meeting for new members.
  • Representation

Community Work Group

Co-chairs or chair and vice chair may rotate as GAT representatives.

Community at-large

Rotations and appointments are managed with the approval of the Alliance President.

Alliance and MSDF

Appointments are managed with the approval of the Alliance President and the Ed-Fi Executive Committee.

  • Rotation
    • In order to establish a 50% rotation, the inaugural GAT members will use a randomized process (e.g., draw straws) to determine who will cycle off in October 2020.
    • Prior members may serve again after rotating off for a period of at least a year.
    • The rotations should be planned and managed in such a way as to ensure a balance among the different affiliations and roles of GAT members.  For example, the randomized process of the initial rotation should not be adhered to so rigorously such that an over/under imbalance occurs in LEA/SEA representation, vendor representation, technical experience, etc.
  • Approval All GAT appointments are subject to the approval of the Ed-Fi Executive Committee.
