“SEA certification” was raised by the members
Don't want metrics per se, but some meaningful way of holding states to a standard regarding the Ed-Fi standard. Rating systems can force conflict into the ecosystem, and we don’t want that.
Remember that outsourced development is also part of the problem - use of system integrators and MSPs by the SEAs
Q: Alliance is behind the SEA Playbook and have added account management - will these help? A: yes
SIS vendor disempowerment: SIS vendors don't like to be in the position of saying to the state "that's wrong", which exacerbates the problem
It’s important that any measures be as objective as possible and from a “3rd party” - thin of Ed-Fi as the "Wi-Fi people"
What about SEA peer feedback? Yes, it is more meaningful to the state agencies; SEAs do react to opinions of their peers
SEAs face limitations in what they can do to conform, so extensions may be mandatory
Part of this point was challenged: evidence to the contrary that states can ask for granular data as part of a national spec
Can SEAs also ramp up testing support - better sample data, SDKs, etc?
Ed-Fi tooling and support for SEA monitoring?
Developed some promising tools and metrics internally
More best practice documentation is on the way
Metrics should not be a score, but have improvement dimensions

Ed-Fi to develop draft metrics that might serve the purpose
