Community members I had the chance to check their position of DS version did not indicated me any scenario of breaking change because of making the update (i.e. adding the role name) in MetaEd file. Therefore, as the next step for this ticket we need to add role name Program line to the Program reference in the StudentSpecialEducationProgramEligibilityAssociation.metaed file.

My understanding is that the solution (adding role name to the Program in StdSpEdEligibilityAssoc) @Steven Arnold has suggested resolves the issue @Audrey Shay reported and it is a non breaking change in terms of the API endpoints. So we should be able to implement the correction in the DS v5.2. However, I have also realized that the change could introduce a breaking change for the database usage in some very unlikely scenarios. I would like to check that with Audrey and a few other Ed-Fi community members before makin the call for the update.
