Key Unification on StudentSpecialEducationProgramEligibilityAssociation

Description

The identifier of StudentSpecialEducationProgramEligibilityAssociation consists of a direct EdOrg reference, and a Program reference. The EdOrgId in the EdOrg reference is unified with the Program's EdOrgId (which is where the Program is defined). Is the model missing a role name on Program reference?
