Data Portability for IEP Students of Supporter with Military Connection - Moving with the Mission Project

Project Background:
Initiated by the US Department of Education in August 2024 to support high-mobility students, particularly those with Individualized Education Programs (IEPs).
Students often wait an average of 4.25 months for services when their families are relocated to a different base.
Currently, IEP students need to bring a physical copy of their IEP report to their new school district.
Status:
A data schema has been created for review, incorporating elements from Ed-Fi, CEDS, and A4L.
Collaboration with Project Unicorn, led by Erin Mote and Chloe Sanducci, to push for education data interoperability.
Signed a Memorandum of Understanding (MOU) with seven EdTech companies and the Department of Defense Education Activity (DoDEA) for pilot development.
Timeline: Ongoing efforts to build and implement the project with the help of the Council for Exceptional Children (CEC).

Discussion Points:
Disability Alignment: The data schema is more aligned with disability rather than section 504, and the Data Standards Team is checking the mapping.
Data Standards: Concerns were raised about the use of character values instead of numeric codes, which is not in line with normal data standards.
Feedback and Coordination: Feedback will be provided to the team, and efforts will be coordinated to address these issues.
State and District Practices: Various states and districts shared their practices for tracking and merging student IDs, highlighting the importance of maintaining accurate records for data reconciliation.
