States define the data requirements based on their policy mandates and needs.  Vendors are required to contact their state representative to get the data requirements.  Several state's data requirements document is shared here.  In addition to the data specification document, states do share with their vendors about how the do their certification.  The State Certification process ensures that each Student Information System can pass all required information via the State-Ed-Fi API.  State Certification is conducted at the Student Information System vendor level for a specific version of that Vendor's SIS.  This involves working through several 3-4 hour sessions testing the vendor system's ability to pull and push data via the API.
