During the State Extension analyses, data standard team was requested to have a look at the business rules SIS vendors are facing while working with SEAs and LEAs. To help with this request the team collected data from SIS vendors about enrollment related business rules.

During these business rules discussion sessions we have taken notes about DS team members opinion on these business rules.

Now by using these note, we would like to create a guidance to the Ed-Fi community members by documenting our best practice suggestions via this ticket.  

The best practices document that will be created in this ticket will be used as the base for the Best Practices section of the Enrollment Domain reference page.
