2024 Federal Race and Ethnicity Update

This Epic is created to follow the federal updates in the race and ethnicity categories and implement them into the  Ed-Fi core model.

March 28, 2024 new federal race reporting was released.

Among these changes, "Middle Eastern or North African" was added to federal races in addition to "Hispanic or Latino" (removing ethnicity). Neither of these seem to be included in the default set of ed-fi.org RaceDescriptors and will need to be added. Looking at the tracker I did not see a project for this already.

The updates to the Race descriptor values are implemented. HispanicLatinoEtnicity boolean have been marked as deprecated to be removed from the DS model in 2029.
