Remove CTEProgram common from the data model

Description

In Data Standard 5, we removed the deprecated CTEProgram from StudentCTEProgramAssociation but we did not remove the CTEProgram (StudentCTEProgramAssociation was the only use of CTEProgram)

 

Action Item

Remove the CTEProgram common from the Ed-Fi Model repo.

We have taken this in to the current sprint to remove the CTE program common.

I didn't recall the reason why the ticket is marked as "Won't Do". I will investigate if it was done by error.
