Course transcript issues
Issue with making course reference on CourseTranscript
Some states are in a year-base model; some courses are no longer part of the model and cannot be referenced.
Identifiers need to be local - making them state-based or rely on external data elements is inviting issues
On making the reference optional: hesitant to make standards less opinionated. Small LEAs tend to have unusual practice and smaller staff for maintaining data integrity.
Section as unconnected to courses/coursework
Non-standard courses; multiple courses associated with the section; adds burden to manage courses. LEA sections = scheduling whereas Ed-Fi sections = courses.

short descriptions and long descriptions are all the same.
Would like system for how descriptors can be aligned to other standards. Makes it easier to adopt.
